What is the reporting duty for guest self-employed residence permits?

The guest self-employed residence permit allows third-country nationals to carry out self-employment activities.

A key condition of this permit is the regular reporting obligation:

  • Permit holders must update the National Directorate-General for Aliens Policing (OIF) on their activities and compliance.
  • Normally, this should be done via the Enter Hungary online platform, but as of 06 October 2025, the function is not yet available (however this might change in the future).
  • Until Enter Hungary supports this, reports must be submitted via the e-Papír (e-Paper) service.

How to file your report through e-Papír: step-by-step

The e-Papír system is only available in Hungarian, but you can still complete the process if you follow these steps:

  1. Log in: Access the e-Papír portal with your Client Gate (Ügyfélkapu) account.
  2. Select recipient (“Címzett”): Choose Országos Idegenrendészeti Főigazgatóság (OIF).
  3. Select type of case (“Ügytípus”): Choose Külföldi állampolgárok magyarországi tartózkodásával és letelepedésével kapcsolatos ügyek (“Matters relating to the residence and settlement of foreign nationals in Hungary”).
  4. Subject line: “Guest self-employment permit – regular reporting obligation.”
  5. Message body: Identify yourself clearly. Example:

I, [Name, DOB, passport number], holder of guest self-employment residence permit [number, validity], case number [XXXX/YYYY], hereby fulfil my regular reporting obligation. The attached declaration contains the requested data for the period [dates]. Contact: [phone, email, Hungarian address].

  1. Attach documents: Upload the completed declaration form and any other required documents.
